Where the Defence Council1 decide that a service complaint2 should be reconsidered to any extent, they must decide whether the reconsideration is to be carried out by a person or panel of persons appointed by the Council3 or by the Council themselves4. Where a person or panel of persons appointed by the Defence Council, or the Defence Council themselves, reconsider a service complaint under these provisions, they must give notice in writing of their decision on the complaint to the complainant, the Service Complaints Ombudsman
