The Service Complaints Ombudsman1 may, on an application to the Ombudsman by a complainant2, investigate3:
(1) a service complaint, where the Ombudsman is satisfied that the complaint has been finally determined4;
(2) an allegation of maladministration in connection with the handling of a service complaint (including an allegation of undue delay), where the Ombudsman is satisfied that the complaint has been finally determined
