The Secretary of State may grant licences authorising activities which would otherwise constitute offences under these provisions1. Such a licence may be granted to a particular person, to persons of a particular description or to persons generally, and may be contained in a controlled site order2. A person is guilty of an offence if, for the purpose of obtaining a licence3, he makes a statement, or furnishes a document or information, which he knows to be false in a material particular or he recklessly makes a statement
