The grounds on which a reservist1 may make an application for a deferral or exemption or an entitlement to revocation, release or discharge2 are:
(1) that the reservist has the primary responsibility for the care of a person with a severe physical or mental disability who requires frequent attention or supervision, and adequate arrangements for care by a person other than the reservist during the expected period of the reservist's relevant service3 cannot be made4;
(2) that the reservist alone has parental responsibility5 for
