The Secretary of State for Defence1 is charged with general responsibility for defence, and for the establishment of a Defence Council to exercise on behalf of the Crown its powers of command and administration over the armed forces, and of Admiralty, Army and Air Force Boards charged (under the Defence Council) with the administration of the naval, military and air forces respectively2. The Defence Council may issue directions as to the functions of command and administration to be discharged under the Council by the Admiralty, Army and Air Force Boards respectively
