In order to cause a service inquiry to be held in relation to any matter, the convening authority1 must convene a service inquiry panel2 by order specifying: (1) that a service inquiry is to be held; (2) the president3 and the other members of the panel; and (3) the date on which, and the time and place at which, the panel must first assemble4.
The convening authority in relation to a matter may at any time defer the convening of a service inquiry panel, or, at any time after making a convening order
