A category 1 responder1 is required to maintain arrangements to warn the public, and to provide information and advice to the public, if an emergency2 is likely to occur or has occurred3. In performing this duty a responder must have regard to any relevant plan which it maintains4, to any arrangements made by other specified public bodies5 for these purposes6, and to the importance of not alarming the public unnecessarily7. Subject to this, arrangements maintained under these provisions may relate to a particular emergency, an emergency of a particular kind, more than one emergency or more than one kind
