69. Use, development, possession and transfer etc of chemical weapons.

No person may:


    (1)     use a chemical weapon1;


    (2)     develop or produce a chemical weapon;


    (3)     have a chemical weapon in his possession;


    (4)     participate in the transfer2 of a chemical weapon; or


    (5)     engage in military preparations, or in preparations of a military nature, intending to use a chemical weapon3.

In relation to the use of a chemical weapon, an object4 is not a chemical weapon if the person uses the object only for permitted purposes5; and, in deciding whether permitted purposes are intended, the types and quantities of objects must be taken into account6. In relation to the
