No person may:
(1) use a chemical weapon1;
(2) develop or produce a chemical weapon;
(3) have a chemical weapon in his possession;
(4) participate in the transfer2 of a chemical weapon; or
(5) engage in military preparations, or in preparations of a military nature, intending to use a chemical weapon3.
