15. Powers to seize and detain ships.

The following officers may seize or detain any ship1 liable to be seized or detained in pursuance of the provisions relating to foreign enlistment2, illegal shipbuilding3 and illegal expeditions4:

  1.  

    (1)     any officer of HM Revenue and Customs in the United Kingdom5, subject to any special or general instructions from the Commissioners for HM Revenue and Customs, or any officer of the Board of Trade6, subject to any special or general instructions from that board;

  2.  

    (2)     any officer of customs or public officer in any British possession7, subject to any special or general instructions from the governor8 of that possession;
