Protected persons1, other than those who are nationals of the state whose territory is occupied2, are entitled to leave3. In relation to such persons, deprivation of rights, by changes in the institutions of government of the occupied territory, or by any agreement between the authorities of the territory and the occupying power or by any annexation by the occupying power of the whole or part of the occupied territory, are prohibited4. Also prohibited are forcible transfers5 and conscriptions into the occupying power's armed forces6
