Irrespective of whether or not a copy of a notice has been served1 relating to suspicious equipment or buildings2, if the Secretary of State has reasonable cause to believe that any equipment or building is a chemical weapons production facility3, and at least one person falls within the relevant provision4, the Secretary of State may serve on each person falling within that provision a copy of a notice5 which:
(1) describes the equipment or building and states its location6;
(2) states that the Secretary of State believes the equipment or building is a chemical weapons production facility7; and
