120. Meaning of 'emergency'.

For the purposes of the emergency planning legislation1, an 'emergency' is:

  1.  

    (1)     an event or situation2 which threatens serious damage to human welfare3 in a place in the United Kingdom4;

  2.  

    (2)     an event or situation which threatens serious damage to the environment5 of a place in the United Kingdom6; or

  3.  

    (3)     war7, or terrorism8, which threatens serious damage to the security of the United Kingdom
