If it is proposed to conduct a routine inspection1, a challenge inspection2 or an assistance inspection3 in the United Kingdom, the Secretary of State may issue an authorisation4. An authorisation must:
(1) contain a description of the area (the specified area5) in which the inspection is to be conducted6;
(2) specify the type of inspection concerned7;
(3) state the names of the members of the inspection team8 by whom the inspection is to be carried out9; and
(4) in the case of a challenge inspection, state the name of any observer10 who may accompany the team11.
