48. General protection of populations against certain consequences of war.

The provisions of the Convention relative to the Protection of Civilian Persons in Time of War1 which deal with general protection of populations against certain consequences of war2 apply to the whole of the populations of the countries in conflict without any adverse distinction based on race, nationality, religion or political opinion; and these provisions are intended to alleviate the sufferings caused by war3.

To this end, hospital and safety zones may be established for the protection of the wounded, sick and aged, children under 15 years of age4, expectant mothers and mothers of children under seven years of age5;
