If it is proposed that any of the functions of a fact-finding mission1 ought to be carried out in the United Kingdom, the Secretary of State may issue an authorisation in respect of that mission2. The authorisation has the effect of authorising the members of the fact-finding mission: (1) to exercise within the specified area3 such rights of access, entry and unobstructed inspection as are required for the purposes of the carrying out of the mission's functions under the Ottawa Convention; and (2) to do such other things within that area in connection with the carrying out of the
