With a view to preventing the payment of money to enemies and of preserving enemy property1 in contemplation of arrangements to be made at the conclusion of peace2, the Secretary of State3 may appoint custodians4 of enemy property for England, Scotland and Northern Ireland respectively, and by order5: (1) require payment of money6 to be made to the prescribed7 custodian8; (2) vest9 property10 and the right of transfer11 in the prescribed custodian12; (3) confer and impose on the custodians and on any other person such rights, powers, duties and liabilities
