Where arrangements have been made by or on behalf of the government in the United Kingdom1 with the government of any country outside the United Kingdom or any person acting on its behalf for the resolution of conflicting claims to German enemy property2 and corresponding property under the control of the government of that country, the Treasury may, for the purpose of giving effect to those arrangements, direct the administrator to transfer to a specified person such German enemy property or proceeds as may be specified, and the administrator must comply
