3. The Secretary of State and Welsh Ministers.

Subject to certain exceptions1, the statutory functions relating to animals are exercisable by the Secretary of State2 (in relation to England) and the Welsh Ministers (in relation to Wales)3. Functions described in this title which have been transferred to the Welsh Ministers include functions under:

(1)     the Local Government Act 18884;

(2)     the Finance Act 19085;

(3)     the Destructive Imported Animals Act 19326;

(4)     the Docking and Nicking of Horses Act 19497;

(5)     the Dogs (Protection of Livestock) Act 19538;

(6)     the Protection of Animals (Anaesthetics) Act 19549;

(7)     the Pests Act 195410;

(8)     the Agriculture (Miscellaneous Provisions) Act 197211;

(9)     the Bees Act 198012;

(10)     the Animal Health
