If it appears to the appropriate authority1 to be urgently necessary for the welfare of any protected animals2 that a licence should cease to have effect forthwith, it may by notice served on the holder suspend its operation for a period not exceeding three months3. If during that period a notice of proposed variation or revocation of the licence is served4, but at the end of that period:
(1) the time for notifying5 the appropriate authority of a wish to make representations has not expired; or
