424. Seizure of things likely to spread disease.

The appropriate authority1 may by order2 make such provision for the seizure of anything (except an animal, but including animal products and carcases) by or by means of which it considers certain diseases3 might be carried or transmitted, and for the destruction, burial, disposal or treatment of anything so seized, as it thinks expedient for preventing the spread of any such disease4.

The appropriate authority must pay compensation for anything seized under any such order for the purpose of preventing foot-and-mouth disease, and for anything so seized for the purpose of preventing the spread of any other disease, except the
