An officer1 of a local authority must, if practicable, seize and detain any dog found in a public place2 or on any other land or premises3 which he has reason to believe4 is a stray dog5. If the dog wears a collar6 with an address on or attached to it, or the owner of the dog is known, the officer must serve on the person whose address is given, or on the owner, written notice stating that the dog has been seized and where it is being kept, and that it is liable to be disposed of if not
