Where the appropriate authority1 proposes to refuse a licence under the Animals (Scientific Procedures) Act 1986, 2to revoke or vary a licence under the Animals (Scientific Procedures) Act 1986 otherwise than at the request of the holder3, or to suspend a licence4, otherwise than at the request of the holder5, it must serve on applicant or the holder a notice of its intention to do so6. The notice must state the reasons for which the authority proposes to act and give particulars of the right of the person concerned to make representations7.
