The following applies where a project licence1 is granted in respect of a programme of work and the appropriate authority2 has made a determination3 that the programme of work should be retrospectively assessed under these provisions4.
At the time determined by the appropriate authority5, the authority must assess the following matters:
(1) whether the programme of work has been carried out6;
(2) whether the objectives of the programme of work have been achieved7;
(3) the amount of harm caused to animals by the carrying out of the programme of work (including the number of animals subjected to regulated procedures
