Dog breeding is an activity that requires a licence1. A person carries on the activity of dog breeding for these purposes2 if that person keeps on premises3 three or more breeding bitches4 and:
(1) breeds on those premises three or more litters of puppies5 in any twelve month period6;
(2) advertises for sale from those premises a puppy or puppies born from three or more litters of puppies for sale in any twelve month period
