Provision is made for conditions that must be included in a project licence granted under the Animals (Scientific Procedures) Act 19861. A project licence must include the following conditions:
(1) a condition requiring the holder to ensure that the specified programme of work does not involve the application of any regulated procedure2 to which there is a scientifically satisfactory alternative method or testing strategy not entailing the use of a protected animal3;
(2) a condition requiring the holder to ensure that the regulated procedures applied as part of the specified programme of work are those which to the greatest extent meet the following requirements:
(a) use the minimum number of animals4;
(b) involve animals with the lowest capacity to experience pain,
