A person must not, whether for profit or otherwise, carry on at any place1 an undertaking which involves one or more of the following activities2 unless he is authorised to do so by a licence3.
The activities are:
(1) the applying of regulated procedures to protected animals4;
(2) the breeding of relevant protected animals5 with a view to:
(a) their use in regulated procedures6; or
(b) the use of their tissues or organs for scientific purposes7,
or the breeding of protected animals (other than relevant protected animals) primarily for purposes within head (a) or (b)
