No person must personally apply a regulated procedure1 to an animal unless:
(1) he holds a personal licence2 qualifying him to apply a regulated procedure of that description to an animal of that description;
(2) the procedure is applied as part of a programme of work specified in a project licence3 authorising the application, as part of that programme, of a regulated procedure of that description to an animal of that description; and
(3) the place where the procedure is carried out is a place4 specified
