Where a local authority1 is required to make arrangements for the care or disposal of animals following closure of a zoo2, the authority may sell3 or otherwise dispose of any animal in relation to which arrangements are required to be made4 if:
(1) after making reasonable inquiries it is satisfied that the animal is owned by the operator of the zoo5;
(2) after making reasonable inquiries it is unable to identify or unable to find the animal's owner6;
(3) it has obtained the consent of the owner of the animal7;
(4) the owner of the animal has been asked
