Nothing may be done under an order of deprivation of ownership1, of seizure in connection with disqualification2, or of destruction in the interests of an animal3 or of an animal involved in a fighting offence4 with respect to an animal, or under an order of forfeiture5 unless:
(1) the period for giving notice of appeal against the order has expired;
(2) the period for giving notice of appeal against the conviction on which the order was made has expired; and
(3) if the order or conviction is the subject of an appeal, the appeal has been determined or withdrawn
