The appropriate authority1 may make orders authorising local authorities to make regulations for any of the purposes of the Animal Health Act 19812.
A local authority making any such regulations must publish them in a newspaper circulating in its district or in such other manner as it considers best fitted to ensure publicity3. It must send two copies to the Department of the Environment, Food and Rural Affairs and, where the regulations affect animal movement, to railway undertakings
