A person who, in England, sells animals as pets (or with a view to their being later resold as pets) in the course of a business must be licensed by a local authorityA1.
No person may keep a pet shop1 in Wales unless he is licensed so to do by the local authority2. In deciding whether to grant a licence the authority must have regard in particular to the need for securing that animals will be kept in suitable accommodation; that they will be adequately supplied
