It is unlawful to operate a zoo1 except under the authority of a licence issued by the local authority2 for the area within which the whole or major part of the zoo is situated3. An application for a licence will not be considered unless written notice of it has been given at least two months beforehand, notice of the intended application has been published in one local and one national newspaper and a copy exhibited at the site4. Any such notice must contain certain specified information5.
