The requirement for dogs to wear collars does not apply to packs of hounds2. Similarly, the offence of worrying livestock, if committed by a dog being at large, that is to say not on a leash or under close control, in a field or enclosure where there are sheep, does not apply to a working gun dog or a pack of hounds3.
