The appropriate authority1 may make by order2 such provision as it thinks fit for preventing the introduction or spreading of disease3 into or within Great Britain through the importation4 of:
(1) animals5 and carcases;
(2) carcases of poultry and eggs; and
(3) any other things (animate or inanimate) by or by means of which it appears to them that any disease might be carried or transmitted6.
In particular, such orders may prohibit or regulate the import of any of the things specified above7. The authority may provide as to persons, animals and other things which have been or may have
