The shipment or attempted shipment by sea or air, except in such cases as the appropriate authority1 may by order2 prescribe, of any horse3 in any vessel or aircraft from any port or aerodrome4 in Great Britain to any port or aerodrome in Europe other than in the Republic of Ireland outside the United Kingdom, the Channel Islands and the Isle of Man, is an offence unless immediately before shipment the horse has been examined by a veterinary inspector appointed by the appropriate authority and has been certified in writing5 by it to be capable of being conveyed to
