The practice of farriery1 has been regulated in order, inter alia, to prevent and avoid suffering by and cruelty to horses arising from the shoeing of horses by unskilled persons2. A Farriers Registration Council has been established3. The council is charged with keeping and maintaining a register of farriers4. Only those who satisfy the council that they have gained adequate experience and expertise in farriery may be included in the register5. A person who is judged6 to be guilty of serious misconduct in any professional respect, a person who was not in fact qualified for registration at the time
