The following provisions apply where it appears to the appropriate authority1 that the holder of a licence under the Animals (Scientific Procedures) Act 1986 is failing or has failed to comply with a condition of the licence2 or with a provision of that Act3.
The appropriate authority may issue the holder of the licence with a notice ('a compliance notice') which:
(1) specifies the condition or provision that the appropriate authority considers the holder is failing or has failed to comply with4;
(2) specifies the action the appropriate authority considers should be taken by the holder to ensure that the
