Where a local authority1, after giving the licence holder an opportunity to be heard, is not satisfied that a condition attached to a licence granted by it is met in relation to the zoo or a section of it2, then the authority must make a direction3 specifying:
(1) the licence condition which it is not satisfied is met4;
(2) whether it is not satisfied that that condition is met in relation to the zoo, or a section of the zoo (and if so, which section)5;
(3) steps to be taken by the licence holder to ensure that that condition
