468. Commonwealth and foreign practitioners.

A person who shows to the satisfaction of the registrar of the Royal College of Veterinary Surgeons1:

  1.  

    (1)     that he is of good character2;

  2.  

    (2)     that he holds a Commonwealth or foreign qualification3 in veterinary surgery or that he holds a qualification in veterinary surgery4 granted in a relevant European state other than the United Kingdom5 but is not entitled to be registered under provisions6 permitting the registration of Community rights entitled persons7;

    (3)     that he has satisfied the council of the college that he has the requisite knowledge and skill to fit him for practising veterinary surgery in
