The appropriate authority1 may issue or approve a code of practice relating to:
(1) animals which are not ordinarily resident in and are not regular visitors to Great Britain in a wild state;
(2) certain non-native, native and former native animals listed2 in the Wildlife and Countryside Act 1981; or
(3) any description of animals mentioned in head (1) or (2)3.
