A person commits an offence if he sells an animal1 to a person whom he has reasonable cause to believe to be under the age of 16 years2.
A person commits an offence if he enters into an arrangement with a person whom he has reasonable cause to believe to be under the age of 16 years and the arrangement is one under which that person has the chance to win an animal as a prize3. A person does not commit this offence if:
(1) he enters into the arrangement in the presence of the person with whom the arrangement
