The local authority1 may alter a licence at any time after its grant if it considers it necessary or desirable for ensuring the proper conduct of a zoo during the period of the licence2. The licence holder must generally be given an opportunity to make representations3.
If the appropriate authority directs a local authority to alter a licence, the local authority must give effect to such direction within a reasonable time4.
