The Controllers1 may extend, limit or in any other respect vary both a compulsory plant variety licence2 and a cross licence granted to the holder of plant variety rights in respect of a compulsory plant variety licence granted to a proprietor of a patent3 for a biotechnological invention4. The Controllers are also entitled to revoke the grant of a compulsory plant variety licence and a cross licence if they are satisfied that the circumstances which led to the grant of the licence or the cross licence have ceased to exist or are unlikely to recur5.
