Not less than ten working days1 before the date fixed for an oral hearing2, both parties must inform the secretariat3 whether they intend to appear and, whether or not they intend to appear in person, whether they will be represented4; and not later than five working days prior to the oral hearing either party may submit written representations to the appointed person5.
Unless the expedited procedure for appeals against decisions with immediate effect applies6, the appointed person may give directions to the parties concerning the procedure to be followed at the hearing of the appeal7, which must be in public
