283. Tests and trials.

The Controller of Plant Variety Rights1 may, in carrying out the tests and trials which he considers expedient for these purposes2 and in assessing the results thereof (whether carried out by him or not), use the services of persons other than his officers and servants3. The Controller may also establish and maintain reference collections of plant material4 or, by means of grants of such amounts as he may determine, defray or contribute towards the expenses incurred by any other person in maintaining any such collection5.
