A person commits an offence1 if he:
(1) tampers with any seeds2 so as to procure that a sample taken in the manner prescribed by seeds regulations3 does not correctly represent the bulk of the seeds4;
(2) tampers with any sample so taken5; or
(3) with intent to deceive sends, or causes or allows to be sent, to any official testing station6 or licensed testing establishment7, to be tested for any purpose, a sample of seeds which to his knowledge does not
