The Secretary of State and the Welsh Ministers1, after consultation with representatives of interests concerned, may make regulations, to be known as seeds regulations2, for the purpose of:
(1) ensuring that reliable and adequate information is afforded as to the nature, condition and quality of seeds3 which are sold or are for sale4;
(2) preventing the sale of seeds which are deleterious and preventing the sale of seeds which have not been tested for purity and germination, or which are of a variety the performance of which has not been subjected to trials5;
(3) preventing the spread of plant
