The Secretary of State and the Welsh Ministers1 may, by a scheme made with the approval of the Treasury2, make provision for the payment by the Secretary of State or the Welsh Ministers (as the case may be) of grants towards expenditure which has been, or is to be, incurred in carrying out proposals for the organisation, promotion, encouragement, development, co-ordination or facilitation of the marketing in Great Britain or elsewhere of:
(1) the produce of agriculture3 (including horticulture)4;
(2) the produce of fish farming5;
(3) the produce of an activity specified for these purposes by order made by
