The Secretary of State and the Welsh Ministers1 may, in accordance with a scheme2, make grants out of money provided by Parliament in connection with the carrying out of approved transactions in the nature of amalgamations and boundary adjustments3. The transactions which may be approved are:
(1) transactions for securing that agricultural land4 which is or forms part of an uncommercial unit5, but which together with some other agricultural land could form an intermediate unit6 or commercial unit, is owned and occupied with that other land or, if not so owned, occupied with that other land by a person
