No person may cause or knowingly permit sludge1 to be used2 on agricultural land3 unless:
(1) the pH value and the content and concentration of specified materials are tested at specified regular intervals4;
(2) the soil on the land is similarly tested or assessed5;
(3) where the land is a dedicated site6, the average annual rate of addition to the land by means of the sludge of any of the specified elements7 does not exceed the specified limit8;
(4) where the land is a dedicated site, the concentration in the soil of any of the specified elements
